It was set up through Sindh Government Ordinance No. XII of 1993 dated 6th October, 1993 and the Charter granted by Governor of Sindh on 8th October, 1993. The Act was passed by the provincial Assembly of Sindh on 17th September, 1995 and assented by Governor of Sindh on 16th October 1995.
